1978: UN Security Council resolution 425 calls upon
- Israel to “withdraw forthwith its forces from all Lebanese territory”
- Lebanon to ensure “the return of its effective authority in the area.”
2000: A report by the Secretary General of the UN (S/2000/460) confirmed that
- Israel had fulfilled its obligations: “a full withdrawal has taken place in fulfillment of the requirements of resolutions 425 (1978) and 426 (1978)”
- Lebanon had not yet: “the Lebanese armed forces should ensure that all national territory falls under the effective authority of the Government.”
2004: UN Security Council resolution 1559 reaffirmed the call for
- Lebanon to complete “the disbanding and disarmament of all Lebanese and non-Lebanese militias,” and “the extension of the control of the Government of Lebanon over all Lebanese territory.”
2006: Furthermore, Security Council resolution 1680 (this May) expressed regret that
- Lebanon had yet to fulfill its obligations: “provisions of resolution 1559 have not yet been full implemented, namely the disbanding and disarming of Lebanese and non-Lebanese militias, the extension of the control of the Government of Lebanon over all its territory,” and more.
